Intesa Sanpaolo Social Observatory: knowledge for change

Within the Intesa Sanpaolo Observatory for Social Issues, the Advisory Committee was established as a strategic-scientific steering committee. 

It is composed of 9 members:

• 19/06/2026 - Monitor for the Geography of Fragility and Inequality
  The research, in collaboration with the AICCON Research Centre, the Research Department of Intesa Sanpaolo and SRM, Studi e Ricerche per il Mezzogiorno, offers a tool for integrated analysis of the main economic and social dynamics that affect the country. 

• 12/05/2026 - The healthcare expenditure of the Regions
  The survey reports data on the health expenditure of the Regions in 2024, which showed an increase of 4.9%, thus bringing its level to 6.3% of GDP. The growth in healthcare expenditure is accompanied by a more modest increase in allocated resources, thus putting pressure on the Regions and leading to an increase in the overall deficit of local health authorities. 

• 10/12/2025 - Survey on support for older people and their families
  The research involved the population groups most directly concerned with the care of frail elderly people, to investigate their needs and requirements, with a focus on the city of Milan and an extension to the national territory. Among the main critical issues, the economic aspect of management emerges, followed by the difficulty of finding a balance with personal life. 

• 25/11/2025 - OsservaBrescia Report
  The research paints a picture of the Brescia area using over one hundred social, demographic and economic indicators. It highlights priority challenges: from ageing to educational poverty, to the environmental transition. A common knowledge base to guide effective interventions and promote shared responsibility and collaboration among all local stakeholders. 

• 18/11/2025 - Asset Building 
  The research, edited by Franca Maino and Giampaolo Vitali, analyses asset-building as a lever for a more inclusive welfare system in Italy, integrating income support, incentivised savings and training to strengthen autonomy and socio-economic mobility. 


• 12/11/2025 - Light Paper The Inland Areas, between depopulation and budgetary constraints 
  The research offers an overview of the country's Inland Areas, more than 3,800 Italian municipalities where more than 13 million people live, with insights into demographic challenges, economic and social vulnerabilities, and revitalisation policies.

• 04/11/2025 - Social spending by municipalities: An analysis of the budgets 
  The research presents an analysis of the evolution of social spending by Italian municipalities, with a focus on growth dynamics, territorial imbalances and emerging priorities of local welfare. The report highlights the increase in needs and demand for services, in the face of still-limited resources and persistent structural constraints. 

• 30/10/2025 - 14th edition of the Observatory on Finance and the Third Sector 
  The research presents the 14th edition of the Observatory on Finance and the Third Sector, which analyses the evolution of the relationship between the banking world and social enterprises, highlighting a resilient but changing ecosystem. 

• 17/03/2025 - III Report of the Observatory on Corporate Social Sustainability
  The research aims to explore in depth the contribution of businesses in addressing the social impacts generated by the economic, environmental and demographic changes underway, promoting a perspective of sustainable and inclusive development. 

• 28/10/2024 - 13th edition of the Observatory on Finance and the Third Sector 
  The research presents the state and evolution of the supply and demand of finance for the Third sector. The survey focused on three crucial themes of social entrepreneurship: the relationship with banks, social impact finance, and financial needs and future prospects.
