Support for QuBì, a proximity welfare programme against child poverty in Milan
Intesa Sanpaolo is supporting "QuBì - The recipe against child poverty", a programme promoted by Fondazione Cariplo to identify vulnerable children in the city of Milan and address their needs, starting with food and educational, by designing support processes for families.

These were the words of Intesa Sanpaolo CEO Carlo Messina at the event commemorating six years of activity by QuBì, at which he also expressed a hope that QuBì and its proximity welfare model might be extended nationwide in Italy: Intesa Sanpaolo, he assured the audience, would be on board for that as well.
Intesa Sanpaolo's support for QuBì is part of a broader set of activities that the Bank dedicates to combating poverty and promoting social inclusion: with resources of €1.5 billion through 2027 and more than a thousand people, Intesa Sanpaolo for Social Impact is pursuing Italy’s foremost social inclusion and cohesion project.
QuBì and the support from Intesa Sanpaolo: activities and results
The QuBì project fosters synergies between public institutions, neighbourhood networks and non-profit organisations: it has involved more than 500 of them and carried out hundreds of initiatives focusing on specific needs in 23 neighbourhoods of the city of Milan.
In six years, QuBì has reached 52,977 beneficiaries, including 29,516 minors. The innovative proximity welfare model it proposes became a policy of the city of Milan in May 2024.
Its main lines of action are:
- Identifying families with children in poverty through the joint action of third sector networks and public administration
- Implementing specific, innovative actions to combat food poverty and promote healthy nutrition
- Supporting neighbourhood networks that can promote shared responses to children’s needs (after-school, access to culture and sport, guidance, etc.) and families
- Strengthening support for families to improve their situation through joint action by institutions and the private social sector
Intesa Sanpaolo supported the realisation of QuBì with €4 million. Allocated from 2019 to 2024 through the Charitable Fund, its resources have supported:
- the implementation of two Hubs for food recovery and redistribution
- the activities of three Solidarity Emporiums and six Solidarity Shops
- the Solidando Social Market and the People’s Emporium in Molise Calvairate to double the number of families served.
Through its participation in the project, Intesa Sanpaolo has helped:
From 2019 to 2023, Intesa Sanpaolo supported the activities of three Solidarity Emporiums and six Solidarity Shops run by Fondazione Caritas Ambrosiana in suburban areas of Milan.
In particular, in 2024, Intesa Sanpaolo plans to implement new management software for the Solidarity Shops, tailored to their needs in order to optimise their service.
Through Intesa Sanpaolo's contribution, 2,207 families, totalling 6,690 people, benefited from the activities of the Solidarity Emporiums and shops in 2023.
In 2019-2020 Intesa Sanpaolo supported the Social Market "Solidando: Solidarity Shopping in Milan” by Fondazione IBVA - Istituto Beata Vergine Addolorata.
The goal of Solidando is to purchase and collect food items, including baby food, and distribute them to families in need in the Milan area, particularly in the southern part of the city.
In 2019 Intesa Sanpaolo supported the project “Mid-Morning Fruit” of the Municipality of Milan, which involves distributing fruit to primary school children at morning break.
The project involved 55 schools, 729 classes and 14,199 children in school year 2022/2023.
In the following school year, the project was stabilised and incorporated into the Service Contract between the Municipality of Milan and Milano Ristorazione.
In 2020 Intesa Sanpaolo supported Save the Children's “Per Mano” project: a national early-childhood project for 1,000 at-risk minors.
In Milan, the goal was to identify and support 250 boys and girls through the involvement of parental figures in customised support and empowerment programmes to connect them to a stable system of protection or autonomy.
In addition, Intesa Sanpaolo supported the Local Co-design Line, a spin-off of QuBì consisting of 11 initiatives spanning multiple neighbourhoods with thematic focuses on: job placement, combating food poverty and socio-educational poverty.
“QuBì - The recipe against child poverty" has been running since 2017. The initiative is supported by Intesa Sanpaolo, Fondazione Peppino Vismara, Fondazione Fiera Milano, Fondazione Romeo ed Enrica Invernizzi and Fondazione Snam, and is carried out in collaboration with the Municipality of Milan.
